The Eastern and Midland Regional Assembly covers the province of Leinster less the south eastern counties of Carlow, Kilkenny and Wexford. The EMRA has responsibility for preparing a Regional Spatial and Economic Strategy (RSES) across its constituent local authorities and for coordination and oversight of the delivery of services in a regional context as and where appropriate.  48% of persons living in Ireland are resident in the EMRA region while the region itself contributes well over 50% of national GDP.

The linking of spatial development with regional economic development through regional spatial and economic strategies (RSES) in Ireland represents a positive departure from past procedure and thus ensuring that the systems and communities of the region are well placed and informed on how to resist, absorb, bounce back from and adapt to threats and events that might impact the spatial integrity and functioning of the region is a very relevant regional pursuit.
