FS is a dynamic SME consultancy specialised in Environmental Psychology, Risk Assessment and Decision Analysis while resilience management is an emerging area of expertise. Founded in 2004 FS crosses data in engineering and physical science with psychological and social science knowledge on stakeholder and societal needs to develop and implement sustainable solutions to problems ranging from simple evaluation of environmental systems to complex societal problems on a global scale. FS services multiple sectors, including infrastructure and construction, energy, land planning, mobility and transportation, and information technology. The company has experience working with major companies and government institutions on a) identifying and evaluating social, environmental and health risks and developing mitigation measures, b) developing communication plans and communities engagement programs, c) implementing and managing communication programs including local environmental committees, industry open days, visits guidance. FS operates across the globe (Europe, Africa and America) and its team has experience on managing projects funded by international entities (e.g. European Union, International Finance Corporation, African Development Bank) as well as national governmental agencies (e.g. ERSE – Entidade Reguladora do Sector Eléctrico).

Building on previous work on energy and transportation systmes and services, Factor Social is well positioned to develop Risk and Resilience management case studies and contribute to developing methodology and guidance documents requested in the Call. FS has been responsible for performing the Social Impact Assessment and Risk Assessment of the major roads and rail projects in Portugal including the A22, the A27 and A28, the third bridge over The Tagus river as well as some of the most significant energy production projects such as the EDP CCC at Carregado and Sines, and some of the most representative industry projects such as the co-incineration process in the SECIL cement factory and AMBIMED’s waste treatment station in Chamusca. This knowledge includes a strong geographical knowledge on infrastructure locations as well as crossing points and interconections; knowledge on risk critical points and a close relationship with top management teams from different sectors which is expected to be an advantage for developing a framework that matches risk assessment and communication and for managing crisis afecting several types of infrastructure.

More recently Factor Social members became part of CIP Institute, an organization aimimng to promote the sharing of knowledge on crisis management between academics and professionals working in the area.
