RESILENS Table-top Workshop in Koln, 25th October, 2016

The tools (Resilience Management Matrix and Audit Toolkit (REMMAT) and the European Resilience Management Guideline) developed by the RESILENS project were presented and evaluated in the table-top testing workshop held in Cologne, Germany Lisbon on the 25th of October, 2016.

Representatives from the transportation CI sector (Landesbetrieb Straßenbau Nordrhein-Westfalen (Straßen.NRW) and the Federal Highway Research Institute (BASt)) and the oversight protection body (Federal Office of Civil Protection and Disaster Assistance (BBK)) were in attendance and provided very valuable evaluation, and feedback for the future refinement of the RESILENS tools.

The resilience management tools developed by the RESILENS project were presented and tested by different critical infrastructure providers, owners and stakeholders in a workshop held in Lisbon on the 6th of October, 2016. The resilience management matrix and audit toolkit (REMMAT) and the European Resilience Management Guideline produced by the RESILENS project were evaluated. The REMMAT is a web based tool which is aimed for use by critical infrastructure providers to assess their resilience levels and supports the development of strategies which could potentially be applied to enhance the resilience of the critical infrastructures. The ERMG which is still in the draft development stages provides guidelines to support the operationalisation of resilience management in critical infrastructures.

Representatives from different EU CI sectors and oversight bodies were present at the table-top testing workshop: Health (Hospital CUF Descobertas), Energy (EDP Distribuição, EDP Produção, GALP Energia), Banking and Finance (Banco BPI), Transportation (Metropolitano Lisboa), Public & Legal Order and Safety (Sistema de Segurança Interna), Water (Lisbon water supply -EPAL), Civil Administration (Câmara Municipal de Lisboa), and the oversight Portugese National Authority for Civil Protection (ANPC). The National laboratory for Civil Engineering (LNEC) and Portugese Sea and Atmosphere institute (IPMA) were also in attendance.

The workshop was provided a unique opportunity for kicking off potential collaboration activities with two recent EU H2020 funded projects: RESCCUE – RESilence to cope with Climate Change in Urban arEas – a multisectorial approach focusing on water and BINGO – Bringing INnovation to onGOing Water Management – a better future under climate change (http://www.projectbingo.eu/). The RESILENS project looks forward to working with both projects.

 

 

RESILENS Table-top testing workshop in Dublin – 29th September 2016

“The first of a series of testing exercises for the tools developed by the RESILENS project took place on the 29th of September, 2016 at Irish Water, Dublin, Ireland.

Future Analytics Consulting was responsible for the coordination of the workshop which was attended by key stakeholders from Irish critical infrastructures sectors including Irish Water, Transport Infrastructure Ireland, the Electricity Supply Board and Gas Networks Ireland.

The workshop participants provided valuable information on current resilience state of practice in their organisations as well as indicating what the potential impact of the RESILENS-developed tools could have on their organisations.
The tools were evaluated during the workshop with the participants identifying that they provide a valuable means to facilitate an internal reflection useful for supporting the resilience strategies of the critical infrastructure organisations.”

RESILENS at ESREL 2016

“Eileen Murphy, Trinity College Dublin, presented the RESILENS project at the 2016 ESREL conference, held at the Technology and Innovation Centre, University of Strathclyde, Glasgow on the 25th-29th September, 2016. As part of a DRS7 focused session, the five sister infrastructure resilience focused projects (RESILENS, DARWIN, RESOLUTE, SMR IMPROVER) presented the different approaches they are taking to operationalise resilience in relation to critical infrastructure. The session was organised around the dynamic format of a world cafe method, creating a space for open discussion, and opportunities to identify potential points of collaboration between the projects as they develop solutions in this challenging field of research. “

SMART RESILIENCE Conference

dddDr. Maria Nogal presented the RESILENS project in the SMART RESILIENCE Conference, held in Dublin, Ireland, on 25th May 2016, and organised by Jacobs Engineering.

The conference aimed at highlighting the good practice in resilience and adaptation, and at linking with the application of Smart thinking. The event, oriented to engineers, critical infrastructure managers, climate change adaptation professionals, innovation managers and project managers, championed innovative approaches to city and infrastructure resilience.

The main conclusion of this event was the relevant role of the end users, whose participation and collaboration is a key to create a safer and more resilient environment.

RAIN Dublin Workshop

The RAIN (Risk Analysis of Infrastructure Networks in Response to Extreme Weather Events) project organised a workshop at Trinity College Dublin (Ireland) on the 9th of November, 2015, to identify and analyse the most probable extreme climatological phenomena affecting Europe infrastructure based on previous events.

RESILENS was represented at this workshop with the aim of grasping the state of the art in extreme weather risks modelling, vulnerability assessments and thresholds which could potentially be harnessed and incorporated in the proposed RESILENS tools and guidelines for critical infrastructures (CI).

One of the workshop objectives was to assess the frequency of weather hazards throughout Europe, for both the present and future climate. This analysis, which was conducted by means of weather modelling, enables the estimation of the probability of occurrence of these events in the future.

RESILENS Project visit to Câmara Municipal de Lisboa (Lisbon City Hall’s) Civil Protection Service’s Growing in Safety Programme.

Lisbon City Hall’s Civil Protection Service, are one of our RESILENS project partners and will be involved in pilot testing during RESILENS, providing us with a particular focus on how our guidelines and resources can support wider public awareness.  Lisbon City Hall’s Civil Protection have identified children as one of their main ‘targets’ to raise safety and public awareness and help develop community resilience.

Lisbon City Hall has been working on  Growing in Safety, a children’s programme since 1992.  A key part of their programme and message is Tinoni, an innovative cartoon dog, who is used in a range of video, games and marketing material for children, to raise awareness of potential hazards in daily life and deliver important safety messages in a child friendly and highly educational way.  During the RESILENS project teams visit to Lisbon, we were honoured to have a guided tour of ‘Tinoni’s Home’  In this house, children learn to identify the day-to-day risks they face and the rules which apply to each situation.

During the activities different topics are approached:

  • Safety in the street and in public spaces
  • Safety at home
  • Earthquakes and how to protect yourself
  • Fire prevention and how to protect yourself

The Tinoni’s Home project is targeted at children aged 5-10. Schools from Lisbon City and surrounding areas book school trips to Tinoni’s Home. Lisbon City Hall’ s Civil Protection trained technicians  take small groups through different rooms in the house, and a street scene, to identify dangers and raise awareness of safety messages through games and play.  There are also a range of games and supporting materials that can be used by teachers, parents and community groups to reinforce the safety messages and raise public awareness.

Lisbon City Hall’s Civil Protection is developing their Growing in Safety Programme and Tinoni’s House project further by creating content focussed on resilience, climate change and internet safety. Their aim is to translate all the content and  supporting materials into other languages (already available in Portuguese and English) to reach more population groups  e.g. emigrants and visually impaired and are exploring external funding opportunities or sponsorships to fund this.

Future Analytics Consulting (FAC) oversees the overall project management and coordination aspects of the RESILENS project. FAC is also involved in the development of the resilience methodologies, the resilience management matrix and audit toolkit, and the ERMG formulation (including table-top testing). Project communication and dissemination activities are also carried out.

FAC is an urban planning and research consultancy with specialism’s in data analytics, urban economics and urban resilience. From an organisational perspective, the RESILENS project will further expand and strengthen our knowledge and expertise on key aspects of CI and urban infrastructural resilience. The success of the project will enhance the capacity of FAC to lead and contribute to other EU research projects relevant to urban and CI resilience. As urban planning practitioners the experience and knowledge arising from our work on the RESILENS project will also be reflected in, and help to inform domestic projects relevant to urban planning, sustainability and resilience.


Irish Water

Irish Water (IW) is the new national utility responsible for the delivery of water and waste water services to some 1.8m customers across Ireland. Irish Water is responsible for all public water services infrastructure assets (drinking water and waste water) and for planning and targeting investment in improved national water services infrastructure to meet present and future needs within the Republic of Ireland.

In January 2014, Irish Water took over responsibility for the provision of public water services from the 34 Irish local authorities. Irish Water now has responsibility for the supply of drinking water to over 80% of the population via 1,027 separate public water supplies as well as the collection and treatment of wastewater from 1,069 separate agglomerations. Irish Water has taken over a large portfolio of assets, including several thousand smaller installations including pump stations, 58,000km of water pipelines and an estimated 35,000km of wastewater pipelines.

Irish Water has been established as an asset management driven business, in line with best international practice in the water utility sector and this represents a radical transformation in the water services planning and delivery model in Ireland. Irish Water prioritises investments from a whole-life cost perspective.

Specialist areas of expertise of Irish Water can be summarised as follows:

  • Asset Management approach to maintenance and investment in water services infrastructure.
  • Water services assets operations in the delivery of water services to meet customer service expectations in accordance with EU standards

As a critical infrastructure operator we will deliver all our knowledge about responding to real events, and we will test in a live scenario the tool to be deliver by RESILENS.

The RESILENS project will increase our preparedness and readiness due to the fact that we will have a better understanding how we can improve our plans. In the electric sector, highly interconnected, an incident in an Europe extreme can affect the grid in the other extreme, delivering a tool that all players can use will increase all the sector preparedness.

Camara Municipal de Lisboa

The Civil Protection Service (SMPC- Serviço Municipal de Protecção Civil) is a local authority under the structure of the Lisbon Municipality responsible for city management and daily emergency, during crisis and exceptional conditions to prevent collective risks and their effects in cases of disaster or accident inside the city limits. SMPC works in articulation with the National and District Civil Protection Authorities. Its mission is to identify risk situations with likelihood of occurrence inside geographical limits of the city.

We will be supporting the project by:

  • Providing contributions in the areas of resilience and risk concepts, definitions and methodologies and expertise as an end- user public organization on safety area
  • Participation on the pilot demonstration in Lisbon
  • Dissemination of project results in the community, entities and organizations in Lisbon/Portugal

The RESILENS project enables the exchange of knowledge with other European partners and experts within the resilience and in different areas and then will allow the sharing of knowledge gained with Lisbon’s stakeholders. RESILENS will provide tools to raise awareness of the population to the need to create more resilient societies

Skills for Justice

Skills-for-Justice-logo-300x66Skills for Justice Enterprises specialises in UK andinternational skills development.  It is a specialist organisation which is part of the wider Skills for Health & Justice Group, which has evolved from two UK Sector Skills Councils, Skills for Health and Skills for Justice.  They hold the UK Government Sector Skills Council licence for all Health, Justice and Community Safety infrastructure providers, emergency responders and Legal Services since 2004.  Skills for Justice Enterprises will bring invaluable knowledge in the development of skills standards for interoperability that the European Resilience Management Guideline will align with.  We will also contribute to the development of Critical Infrastructure resilience principles and methods, and the evaluation and assessment processes within the pilot demonstrations.

Resilens could prove to be a game changer for the employers we represent who have to plan to prevent, and how best to respond to, incidents affecting CI. Consistency, standards and strong collaboration are key to them and taking a pan EU approach to making the system more resilient aligns with their aims.

Within the RESILENS project, Skills for Justice Enterprises have particular responsibility for leading: Work Package 6 – Communication Dissemination, Education and Training.

Eastern and Midland Regional Assembly

The Eastern and Midland Regional Assembly covers the province of Leinster less the south eastern counties of Carlow, Kilkenny and Wexford. Trinity College Dublin

MTRS is an international consulting company (SME) specialising in the development of a broad range of security solutions, policies and strategies for critical infrastructures, and specifically for the transport sector. The company’s tailored solutions mitigate and prevent risks of criminal activity and terror attacks targeting these infrastructures, as well as risks and consequences of natural disasters. The company’s solutions, developed in-house, comprise a broad range of means and measures, including, among others, enhancing resilience, improving operational efficiency, defining security policies, and developing security concepts, plans and procedures. It also provides security and business consulting services to developers of technological security solutions.

RESILENS – Safeguarding Critical Infrastructure (CI) at time of crisis or disaster

Due to the dependency on these infrastructures, disruptions to the normal operation, or the removal or suspension of such services would significantly affect public safety, security, economic activity or environmental quality within the surrounding area and on a larger scale. Therefore there is a clear need to identify, develop and operationalise resilience approaches and methods to assist CI stakeholders in preparing, responding to and recovering from likely disaster events.

The overarching objectives for the RESILENS project are:

  • The operationalisation of crisis and disaster resilience concepts for CI.
  • The strengthening of CI (i.e. for water, energy, transport) which provide essential services and underpin socio-economic activity.
  • Effective and coherent crises and disaster resilience management
  • Build on and advance the findings of the European Programme for Critical Infrastructure Protection (EPCIP), the EU demonstration project, DRIVER, and relevant EU projects.
  • Operationalisation of the ERMG and Resilience management tools of the RES-DSP developed in the project, through pilot demonstrations.
  • Develop a Concept of Operations framework (CONOPS) focused on the roles of the various actors, their interactions & critical dependencies.
  • Using the ERMG, provide a solid foundation on which future regulatory standards for application across all CI sectors may be formulated.

Through this EU funded project, under the title of RESILENS, will undertake a detailed review of international research and practice in resilience, and produce a redefined and innovative concept of resilience for CI that integrates best practice in vulnerability reduction and risk assessments with resilience management principles. As part of this work, consultation will be sought from CI operators, emergency responders and other CI stakeholders to provide an evidence base on which the concept of CI resilience will be formulated. The project will also look to explore the application of resilience concepts within existing resilience methodologies, with specific attention given to the interrelated area of Risk Management and Risk Assessment and the requirement to link desired outputs with ongoing efforts in the area of EU wide risk assessment and mapping.

The ultimate output of the project is to form a RESILENS Decision Support Platform (RES-DEP) that will provide all CI stakeholders including operators, an online, easy-to-access, management guide that can provide a useful resource to managing CI in a disaster or crisis scenario. This will link into other European resilience schemes and where appropriate other European policies that will affect the outcome of resilience management.
